The Mixed Oxide Fuel Fabrication Facility project hasrnbeen “largely unsuccessful” in controlling project cost andrnschedule, according to a DOE Inspector General’s Officernreport released this week that includes several recommendationsrnfor a path forward. Rising costs prompted DOErnearlier this year to announce plans to put the project intorn“cold standby” while it assesses alternatives for plutoniumrndisposition. The cost and schedule was “significantlyrnunderestimated” due to numerous factors, the IG reportrnstates. “This included, most prominently, the Department’srn2007 approval of a project baseline that was developedrnfrom an immature design, understating the level of effortrnto install various construction commodity items, and highrnpersonnel turnover rates,” the report states.
