The cost and schedule was “significantlyrnunderestimated” due to numerous factors, the IG reportrnstates. “This included, most prominently, the Department’srn2007 approval of a project baseline that was developedrnfrom an immature design, understating the level of effortrnto install various construction commodity items, and highrnpersonnel turnover rates,” the report states.
