Progress Energy is the third organization to sign an engineering, procurement, and construction contract for new power reactors, but like all other new license applicants, the company asserts that it is not yet committed to building them.The order books of Westinghouse Electric Company and the Shaw Group grew thicker on January 5, when Progress Energy announced that it has signed an engineering, procurement, and construction (EPC) contract with Westing-house and Shaw for two AP1000 advanced pressurized water reactors intended for a site in Levy County, Fla. It is the third EPC contract signed for new power reactor projects in the United States-the others are for Southern Nuclear Operating Company's Vogtle-3 and -4 in Georgia and SCANA's Summer-2 and -3 in South Carolina-and all three are for twin Westinghouse AP1000s. A Progress spokesperson called the signing a "critical step" in maintaining the option to build new reactors but told Nuclear News that the company does not yet consider itself to be committed to building them.
