The Department of Energy's Energy Information Administration (EIA) in November released its Annual Energy Outlook for 2011 (AEO2011), and while no licensed construction of new power reactors has yet taken place in the United States, the agency has raised its estimated overnight cost (the cost at which a plant could be built if no interest were incurred during construction, as though the project could be completed "overnight") for new nuclear capacity by 37 percent from the estimate developed for AEO2010. The increase from $3.90/watt to $5.34/watt makes nuclear, in theory, more expensive than biomass, solar thermal, and photovoltaics, all of which were estimated as more expensive than new nuclear in AEO2010.
