Comments on Perry's plan for nuclear, coal plants flood FERC

The Notice of Proposed Rulemak-ing (NOPR) regarding grid resiliency that was issued in late September by Energy Secretary Rick Perry to the Federal Energy Regulatory Commission (NN, Nov. 2017, p. 28) elicited a massive response in October from a broad range of interested parties. The proposal calls on FERC to impose rules on independent system operators (ISO) and regional transmission organizations (RTO) to ensure that generators with 90-day fuel supplies on-site-meaning nuclear and coal plants-are compensated for their resiliency and reliability attributes. By October 23-FERC's accelerated deadline for initial responses to the proposal-more than 300 comments had been submitted, including comments from energy industry trade associations, electric utilities, grid operators, power marketers, fuel suppliers, environmental groups, members of Congress, and others.
