At least two companies pursuing new nuclear power projects-Detroit Edison and Progress Energy Florida-opted out of the review process for the guarantees late last year, choosing not to submit Phase II applications in December and thinning the pool slightly for the $18.5 billion in loan guarantee authority that Congress made available in Fiscal Year 2008. How many of the remaining 15 companies that submitted Phase I applications in September decided to submit the more costly and extensive Phase II applications was not entirely clear last week, as Department of Energy Loan Guarantee Program office has not released details about the applications and the Department did not return calls for comment on the nuclear loan guarantees.
