As the September 71, 2001 attacks on the World Trade Center and the Pentagon fade from memory, it becomes harder for regulators to justify and licensees to maintain the vigilant posture needed to protect nuclear plants from radiological sabotage.rnThose parties responsible for the intelligence and security failures that allowed a man with terrorist ties to board a US-bound jetliner on Christmas Day 2009 with an improvised explosive device should have heeded the words of U.S. Nuclear Regulatory Commission chairman Gregory Jaczko. In a speech a few weeks before the bombing attempt, Jaczko warned regulators from around the world of the dangers of becoming complacent in their mission of protecting public safety and security. But this is easier said than done.
