Although various enterprise systems have been constructed recently, maintenance costs have risen with downsizing and implementation of multi vendor support. End-to-end service manage- ment is needed, but it is difficult to evaluate whether an enterprise system offers a competitive advantage, a clear measure is needed. This is especially needed for Internet service providers be- cause the business demands are strong.
