In the balkans, it is said, wars are fought in the spring and revolutions erupt in the fall. This spring's war in Kosovo is over; autumn arrives in only three months. If the schedule holds this year—as a growing number of Slobodan Milosevic's political opponents hope it will—we're in for interesting times. During the war, most government critics stayed out of sight. But early last week nearly 10,000 people gathered in the industrial town of Cacak, 70 miles south of Belgrade, to cheer pro-democracy activists demanding Milosevic's ouster.
