In stuttgart, ordi- narily one of the stodgiest places on earth, protesters have taken to the streets, sometimes clashing with baton-wielding police, to stop a planned renovation of the city's train station. The strange unrest has persisted for months-and yet, like America's Tea Party, it appears to be a brushfire revolt, with no common denominators like class or ideology and an agenda that's all over the map. Its members seem united only by their rejection of government plans and by a sense that no one listens to them. "The point is, nobody's in charge," says Malte Plathe, a protest organizer (if the word applies). "It's open source."
