Mohamed elbaradei, former head of the International Atomic Energy Agency andwinner of the Nobel Peace Prize, has generated excitement as a possible candidate in Egypt's 2011 presidential election. But he says he won't enter the race unless the current regime overhauls the Constitution to ensure a fair contest and lifts the 30-year-old "emergency law," a sort of Patriot Act on steroids that allows the government to arrest whomever it wantswhenever it wants. In other words, he won't run unless Egypt becomes a democracy in the next 18 months.
