During the late 1950s the Government borrowed heavily from the World Bank and internally raised many National Development Loans, with much of the money finding its way to the New Zealand Railways. At that time the NZR was run down from a combination of stresses on the organisation caused by World War II and by the then very apparent inadequacy and obsolescence of the Vogel-era railway.
