Rebecca O'Rourke has for many years been committed to the development of creative writing within adult education and this book is a very thorough account of her thinking around the subject. It draws heavily on her detailed knowledge of the particular 'local writing culture' of Cleveland from the 1980s onwards and it is, in this respect, a significant historical record built on personal experience. Not surprisingly, however, the research also touches on many larger issues relating to creative writing generally - and indeed to those other three huge concepts mentioned in the title: education, culture and community. Tackling so much, the book is undoubtedly rich in its reference, though some readers might find the fluctuations between narrative (The Cleveland Wars!) and dense academic prose a little bewildering.
