While international tension over water resources remains real, most water policy analysts think it unlikely that we are headed for the equivalent of a Gulf war over groundwater. One of the reasons they point to is virtual water -the water used to grow produce or rear livestock that is then exported. When the US imports Argentinian beef, or the UK imports Spanish oranges, large amounts of virtual water are imported with them.
