There is growing support for a change in European regulation that would remove the long-established principle that channels are regulated in their country of origin. New Media Markets understands that 13 of the 25 member states support some form of change to the principle, which has been a cornerstone of the European internal market. It ensures that broadcasting services which are legal in the country of transmission can be received freely in other member states without being subject to any additional regulation. In negotiations over the European Commission's proposed Audiovisual Media Services directive (which will replace the existing "Television without Frontiers" directive), some member states, led by Sweden, have called for a radical change.
