More than 150 video-on-demand (VOD) services are available across Europe, with France, the Netherlands and the UK the continent's most advanced markets. At the end of 2006, 142 services were fully operational, a number that excludes pure music- and adult-focused or free services, according to a study by the European Audiovisual Observatory of 24 countries. France boasted 20 pay-VOD services at the end of last year, although none via cable nor satellite and all accessed online or through internet protocol television (IPTV). Internet-based services viewed via a personal computer constituted the majority of the total (94), with 47 based on IPTV technology and viewed through a television. The Netherlands had 17 services with all but two accessed via a computer. The UK, with 13 services, was the only country surveyed in which VOD was available across all digital platforms - internet, IPTV, cable, satellite and digital-terrestrial television. While satellite-television broadcasters and digital-terrestrial provides lack true return-path interactivity made possible by cable and IPTV platforms, VOD must instead be offered through local storage on a personal video recorder (PVR).
