Developing countries will soon be facing their own sub-prime economic crises unless they stop pushing western-style property ownership onto slum-dwellers, according to the latest issue (161 DP3) of the ICE Urban Design and Planning journal. UK housing and urban development consultant Geoffrey Payne says in an article: "Despite the lack of empirical evidence to justify the promotion of home ownership through land-titling programmes, the US government and agencies such as the World Bank continue to invest vast sums in promoting land-titling programmes." He says the policies are forcing the one billion people who currently live for free in urban slums in Asia, Africa and Latin America either to move out of town to areas where land is cheaper, or to borrow more than they can afford to stay put. And those who move out to rural areas often find themselves isolated and unable to make a living. "This has led to distress sales as households seek to return to better locations, even at the price of reduced security," he says.
