On a hot August day in 2003, overgrown tree branches brushed against a high-voltage power line near arnCleveland, OH, power plant, triggering a series of events that eventually cut power to 50 million people in eight northeastern states and the Great Lakes region of Canada. Major cities, including Buffalo, Cleveland, Detroit, New York, Ottawa, and Toronto, were paralyzed by the biggest power outage in North American history.rnWe know now that when the first lines shut down, the alarm at the local utility failed to sound. At the same time, the 9/11 terror attacks were also still fresh in the public mind, so the millions forced to climb up and down the stairs in high-rise office towers and apartment buildings and inch their way through subway tunnels worried that a power outage that could take down so much of the northeast's electrical power grid might have been the result of yet another terrorist attack.
