Egnos et Galileo, les deux étapes du programme GNSS de la Communauté européenne

Le présent article est la synthèse de la plume de plusieurs amis de la communauté de la recherche, des transports, et de l'espace, notamment d'amis de l'IFN qui ont réalisé pour l'Institut des études sur Egnos et Galileo subventionnées par le ministère des transports. Il résume l'histoire, les performances, l'avancement, la gouvernance et le financement des deux programmes de datation et de positionnement par satellite menés par l'Union européenne ; il traite de leurs problématiques et des problèmes politiques auxquels ils ont encore à faire face. Il insiste aussi sur les perspectives très prometteuses des applications quand on les combinera avec les autres services satellitaires et terrestres analogues en cours de développement, pourvu que les instances internationales protègent leurs signaux en leur conférant le statut de bien public mondial ; ce qui conduirait à appliquer des normes internationales de compatibilité et d'interopérabilité dans le développement des systèmes de datation et permettrait d'imposer la protection de leurs signaux. Les recommandations données par l'article pour parvenir à ces fins ayant trop d'implications politiques, cet article n'engage que son auteur.%This paper is a synthesis of inputs from a few friends belonging to the research, transportation and space communities, and particularly to IFN, who have carried-out Institute studies on Egnos and Galileo with support from the French Ministry of Transport. It summarizes the history, the performance, the progress, the governance, and the financing of the two satellite timing and positioning programmes undertaken by the European Union. It also addresses the general problems these programmes set, as well as the political problems they still are facing. The paper emphasizes the very promising prospects of their applications when they will be combined with other similar land and satellite services under development, provided that international institutions may protect their signals through giving them the status of global public goods; which would lead to apply international standards of compatibility and interoperability to the development of every timing and positioning system, and would allow to enforce their signal protection. As the recommendations provided by the paper towards these targets have too much political implications, this article have to be considered as the only author's opinion.
