Captain Hepburn, distinguished guests, ladies and gentlemen, thank you for giving me this opportunity to speak to you. Secretary Winter asked me to express his regret at not being able to be here in person, but he knows how the Society makes a big difference in the powerful naval capability our Nation enjoys today. It's sort of like coming home for me to be able to speak to a group of engineers — although I must confess that I have been out of the profession for so long now, that I don't think I could tell you the difference between a Froude number and a Reynolds number. But after five years in the Pentagon, I can tell the difference between a good idea and an expensive one.
