Developing nations wanted money to prepare for global warming's consequences. Protestors caused a commotion. Police wielded batons and pepper spray. Delegates often wrung their hands in frustration. Multiple world leaders descended on the meeting to weigh in on the magnitude of the problem, and opt out of various commitments. The meeting was at times labeled "chaotic."
