Appropriately sized service areas should reflect the types and magnitudes of functions expected to be lost at impact sites and may vary by watershed/landscape position, climate, and aquatic resource type. Often, the distribution of impacted resources is not tied to watersheds, for example, California vernal pools. Alternative organizing features such as landform or ecoregion may be more appropriate depending on the mitigation resource.
