A number of conspiracy theorists, over the years, have suggested that one spin-off of the CIA's infamous MKUl-tra mind-control experimentation -that began in the early 1950s - was the development of a program to fabricate UFO incidents. In other words, the plan was to subject unwitting individuals to brain-warping and mind-altering technologies to see how effective they might be.
