Japan's revision of its target for carbon emissions from a 25% reduction from 1990 levels by 2020 to, in effect, a 3.1% increase has occurred just as data from the country's ten leading utilities, as represented by FEPC (the Federation of Electric Power Companies), indicated October nuclear power generation at zero. Operations at Kansai Electric's Oi No.4 plant ceased in September, and, according to coal industry media reports, the timing of any nuclear plant restarts is unclear.
