In the nearly half a century since Modern Railways was first published we cannot recall a time when the future for our industry was so uncertain. Beeching in 1963 believed that there was a core commercial railway, if only the peripheral activities were cut. Two decades later, the Serpell inquiry was a dialogue of the deaf. British Rail wanted more investment, the staring-eyed ideologues in Prime Minister Margaret Thatcher's court thought that railway subsidies should and could be reduced. British Rail got the money for the East Coast electrification and cut the subsidy - until the next recession.
