It is clear that the business case (and indeed, need) for High Speed 2 is sensitive to future growth in demand for passenger travel. It therefore concerns me that while significant growth has taken place over the past 15 years, we do not know exactly why and to what extent past drivers of demand will continue to drive future growth. In particular, I have seen no fundamental research to identify the underlying drivers of past growth and to quantify their individual effects.
