Multiple deadlines for the publication of the social care Green Paper have come and gone - but the crucial document still has not emerged. A note of optimism was detected a year ago, as the Association of Directors of Adult Social Services (ADASS) pored over the responses to its annual budget survey. The Government promised its Green Paper would be unveiled in a matter of months, beginning the process of overhauling the adult care system and the matter of funding it. This year, after yet more missed publication deadlines, ADASS discovered a far gloomier sector.
