Social care should be delivered locally but funded nationally, a new report has suggested. Written by former deputy prime minister Damian Green, who commissioned the long-awaited social care Green Paper, the report recommended that the Government should fund the support required. Under the plan, removing this financial burden from local authorities would allow them to redirect money to the construction of much-needed homes for the elderly. However, Mr Green stressed this does not mean he wants to eliminate the role of the council from the delivery of social care. Social care would operate like a pension system, with all citizens having access to a basic level of provision that could then be topped up by privately-funded insurance.
