What do you do when you are faced with a massive challenge? For Surrey CC, when faced with the challenge of efficiency, the council went straight to the top. The south-east council hired Sir Peter Gershon - whose very name is synonymous with efficiency savings - to advise them on the best way to cut costs. The process has not been easy by any stretch of the imagination. But from speaking to chief executive Richard Shaw, it appears it has been successful. After just two years, the council had cut ￡42m from its budget - a year ahead of its targets. The council's Gershon review kicked off a transformation programme which saw the council loose 500 staff - only about half of which were voluntary redundancies. Staff morale did take a bit of a knock, but it has now recovered.
