The need to address energyefficiency and sustainabilityacross public sector estatesremains as relevant in 2020 asit did 10 years ago. However,what has changed in the last18 months is the number oforganisations declaring aclimate emergency. Increasingly,local authorities are settingchallenging targets to reachnet-zero, requiring robust actionplans and programmes of activityto be delivered at scale and pace.There is still much work to be done across the publicestate to achieve ‘quick wins’. These include programmes toupgrade LED lighting and replacing boilers. For organisationsthat have already made progress with such measures thereis an opportunity to revisit those buildings and implementdeeper retrofi t measures, such as fabric improvements anddecarbonisation of heat. However, when looking at deeperretrofi t, local authorities need to consider a more holistic andlong-term approach to investment in carbon reduction on theirestates, so that in business cases there is less of a focus onsimple paybacks and more emphasis on CO2 reduction. This isa big challenge that needs big solutions.
