Having recently returned to public sector consulting afer a few years in the private sector, a striking realisation has been that public sector leaders are talking in new ways about change. Local government leaders still focus significant time considering which operating models, structures and initiatives they need to address increasing service demand. Most talk about service innovation and about resourcing and funding planned changes. Yet there's far less talk about change itself - change is now accepted as the norm; in some places it is positively welcomed and in many it is even proactively encouraged and pursued. What is often more implicit rather than directly discussed, is the role of leadership in change. So what is the anatomy of the future local government leader' - one who can not only accept change but lead through and influence it? I think the question is best answered by reflecting on the workforce trends that have defined the changes we've come to consider 'normal'.
