Sir Herbert: What a disaster this referendum has been Sebastian: I know. It should never have come to this. Imagine the prospect of losing Scotland. Sir Herbert: It's not Scotland I'm worried about. It's England. Sebastian: But if England breaks away there'll be no UK! Sir Herbert: Of course England isn't breaking away. It's much worse than that. We're going to have to devolve funding to these Johnny-come-lately so-called city regions and combined authorities. Now Cameron's new best friend Gordon Brown has let the cat out the bag and promised to hand everything but the kitchen sink to the Scots, the English regions want a slice of the pie.
