Coming to Norfolk a year ago, I was under no illusion that turning around services for children in the county would be a challenge - we had received three poor Ofsted judgements, there had been a dip in GCSE performance, and the county had a record number of children in care.A year on and it feels like we have reached a turning point. Our arrangements for supporting school improvement have now been judged effective by Ofsted and educational performance is improving. The number of looked-after children in the county has stabilised and is very gradually beginning to come down, and we are starting to see the benefits of our early help strategy which aims to support families sooner before they reach crisis point.
