I recently gave a speech to a mixed audience of local government and health commissioners on 'delivering efficiencies and better outcomes through joint commission arrangements' where I set out the three priorities for the joint commissioning of children and young people services. These are the new arrangements for the commissioning of health visiting and family nurse partnerships, the implementation of the Children's and Families Act and the joint commissioning of mental health services for children and young people. October 2015 will see the responsibility for commissioning of health visiting and family nurse partnership services transfer from NHS England to local authorities, under their public health role.
