A UKIP district councillor has launched a nationwide campaign to abolish second tier authorities, leaving just unitaries and town and parish councils instead. Cllr Donna Edmunds, who is a Lewes district councillor for the Barcombe and Hamsey ward, said the campaign for unitary authorities has been inspired by her own experiences as a councillor. In her online manifesto, she calls for all district and borough councils to be dismantled and town and parish councils to be offered their assets and services. Any assets or services not taken up by the town and parish councils should then be passed to the county council for that area.
