摘要

The debate among UK local authorities over whether to use 'open source' software instead of commercial proprietary software has been simmering for years. Nevertheless, it is a debate still dominated by myths, half-truths and entrenched positions, and there is still little understanding of the true cost implications of using different kinds of software in the longer term.
