'Inadequate' anti-social Bill needs major rethink

Westminster City Council chiefs have urged ministers to rethink provisions in the 'inadequate' anti-social behaviour, crime and policing Bill 2013/14, which they claim could stymie attempts to combat increased levels of aggressive begging and rough sleeping from central and east European vagrants. Last month, Westminster's cabinet member for community protection, Cllr Nickie Aiken, wrote to home secretary, Theresa May, warning 'the Bill in its current form is inadequate and fails to effectively address the problems'.
