Scotland's councils should be handed extensive tax-raising powers as part of radical reforms needed to rejuvenate local democracy, an influential think-tank has reported. Reform Scotland this week called for the number of Scottish councils to be slashed from 32 to 19, the abolition of 14 health boards and eight police boards - with their functions handed to councils - and the introduction of elected mayors.
