Local government may have taken more than its fair share of public sector cuts, but for the police, the impact has been almost as bad. Sir Hugh Orde, president of the Association of Chief Police Officers is only too aware of the impact it is having on his members. 'I'm mindful that we have done slightly better than other parts of the public sector,' he says. 'But there are still some hard choices to be made.'
