One of the Gov-ernment's earli-est moves in re-forming public services has been to encour-age public sector staff to 'spin out" from the state and form employee-led, mu-tual service-delivery organisations. The ambition behind their reform being, as set out in the Coalition Agreement, that ultimately, such reforms will 'empower mil-lions of public sector workers to become their own boss, and help them to deliver better services'. We strongly welcome this ambition. Giv-ing frontline workers the opportunity to put their understanding of what works at the heart of service delivery should lead to both higher quality and more efficient services.
