The highly-complex Carbon Reduction Commitment (CRC) came into effect in April. This cap-and-trade scheme introduces a league table by which all private and public sector organisations consuming more than 6,oooMWh of energy will be placed.From 2011, these organisations will need to purchase CO_2 allowances from the Government to cover their emissions.The money - or at least the vast majority of it - will be paid back to them later in the year, plus or minus a small percentage, which is dependant on their position within the league table. These technicalities are based around a simple principle - the need to reduce energy and therefore, carbon emissions.
