Loan default blamed on poor partnership project working

One of Norfolk's longest serving chief executives should have had a stronger hold over a project to build an innovation centre, a cross-party working group has found. The working group's report said then chief executive of King's Lynn & West Norfolk BC, Ray Harding, who retired last year, should have 'conferred a strong hold on such a new way of working'. It said Mr Harding's 'regular absence' from the steering group 'weakened the council's position'.
