Local government is at its very best in a crisis. As the body of Aylan Kurdi washed up on a Turkish beach, councils across the UK leapt into action to help solve the humanitarian crisis that was unfolding. The death of Aylan is certainly a tragedy - but what a legacy he has left. He has shifted the national debate from immigration to asylum seekers and from statistics to human beings. Thousands of people will be given refuge because he lost his life.
