Chances of unitary government in the North East have been scuppered by tying local government reorganisation in with the ill-fated regional assembly vote. While the national focus has been on the resounding 78% 'No' vote on the question of whether the North East should have a devolved assembly, residents in the counties of Durham and Northumberland were split on a second question about options for unitary governance, if an assembly went ahead.
