'Days of excess' over warns PM

Prime minister, Gordon Brown, delivered a bitter-sweet message to local government this week, when he promised to untie councils' hands over ring-fenced funding, but warned senior managers the culture of salary 'excess must - and will - change'. Mr Brown and chief secretary to the Treasury, Liam Byrne, published their long-awaited White Paper on Smarter government on 7 December, including plans to reform Whitehall.
