Five models for joint working

Local authorities working together and delivering services on behalf of other authorities is not new. For example, a number of highways agency agreements date back years. There are several models which are available within the collaborative umbrella, including: 1. sharing assets, eg, neighbourhood premises for local authority and healthcare services; 2. seconding staff and/or joint appointments. While seconded employees remain employed by the original authority for pensions purposes, they are effectively employed by the new authority; 3. a function to another authority or group of authorities, essentially authorising a committee or an officer to perform the function on behalf of all of them; 4. creating a joint committee with its own constitution, so functions are delegated and then may be sub-delegated to a sub-committee or officer.
