Nowhere is this more pertinent than in HR departments. When I joined the Crown Prosecution Service two years ago I was genuinely gob- smacked by how many of my HR staff had little or no HR experience, qualifications or even viewed themselves as belonging to the HR community. Most saw themselves as generic administrators, 'the gifted amateurs' often referred to in the civil service.
