Few sectors can have witnessed more dramatic changes recently than neighbourhoods and housing. As foreshadowed by architect Lord Rogers, in his seminal 1999 Urban White Paper, the emphasis has changed from physical regeneration to community-led renewal. Housing and planning professionals have had to adapt to wider community involvement, and master the softer skills of engaging partners. Into this world of neighbourhood and housing renewal have emerged Housing Market Renewal Pathfinders, New Deal for Communities programmes, Urban Regeneration Companies and latterly, the Fair Cities Initiative.
