Minister's deluge of appreciation

Last week the prime minister recognised several hundred of the thousands of local heroes' from the widespread flooding which hit our communities in the summer. These were ordinary people who did extraordinary things. They showed exceptional courage, ingenuity and community spirit in response to the crisis, when water entered around 48,000 homes and more than 7,000 businesses. Many were from local councils, such as the two relatively-junior officers who ran the rest centre at Eve-sham leisure centre. Or the member of Harrogate's street-cleansing unit who didn't just deliver sandbags but reassured residents. These people represented the spirit of local government across affected regions.
