At a recent dinner co-hosted by my organisation, a room full of public and voluntary sector chief executives discussed ways of delivering better outcomes for local communities at the same time as responding to significant cuts in public spending. One charity leader described the situation as 'a terrifying experiment in which we are all guinea pigs', while her counterpart in local government expressed his belief that the next financial year would be 'the most challenging for over a century.' Across the country, we all know that difficult decisions are being made about how the dwindling local authority settlement can be distributed.
