'Unfair' grant funding faces English backlash

Early overhaul of the block grant system and reform of the Bar-nett formula should form the basis of a new relationship between the Government and devolved administrations, according to the Institute of Public Policy Research.The Devolution in practice report, published by the left-of-centre think-tank warns that the Government faces major challenges dealing with devolved administrations in Wales, Scotland and Northern Ireland, and risks a backlash from residents in England.
